SUBJECT:

Approval of expenditure in the amount of $296,976.00 for the purchase of the Glance Emergency Vehicle Preemption System.

SUMMARY:

The Engineering Department is requesting approval for the purchase of the Glance TIMM 500 Preemption System to be installed at 46 intersections maintained by the City of Fort Pierce, in accordance with the attached quote, for the amount not to exceed $296,976.00.  Each unit integrates preemption and priority technology using AI-driven, video-capable controllers to enhance emergency response vehicles.  The Glance Priority and Preemption system allows emergency vehicles to reach citizens in need by clearing the traffic ahead of them, giving them green lights at intersections, while bringing all other traffic safely to a stop.  This system is already in use within St. Lucie County Fire Rescue and will be installed by the staff within the Engineering Department Traffic Division. The expense will be fully reimbursed by a Community Development Block Grant.    

The Glance system is currently utilized by St. Lucie County and the City of Port St. Lucie. This system will enable the existing equipment installed in St. Lucie County Fire Department vehicles to work with the preemption system in Fort Pierce. No other brands or equipment are compatible with this system. For this reason, the Purchasing Manager recommends waiving competitive procurement and classifying the above item as a 'Sole Source' commodity.
