SUBJECT:
Approval of Grant Agreement Time Extension for FDOT Agreement G2H29 for the construction of the Highwayman Trail Gap SUN Trail project to March 1, 2028.
SUMMARY:
Grant Agreement G2H29 for the construction of the Highwayman Trail Gap SUN Trail project in the amount of $1,200,000.00 was originally executed on May 12, 2023 with an expiration date of March 1, 2026.
On June 16, 2025 the City entered Grant Agreement G3E81 for an additional $862,000.00 for the construction of the Highwayman Trail Gap project. This agreement has an expiration date of March 1, 2028.
The project was advertised for construction twice. The first as Bid Number 2023-061 with bids due October 12, 2023. The bids came in higher than anticipated and were rejected. The city attempted to make some refinements to the scope of the project and it was advertised a second time at Bid Number 2024-036 with bids due June 13, 2024. The City also made a request to FDOT to increase the Grant Award which resulted in Grant Agreement G3E81 being awarded to the City.
The City is pursuing FDOT approval to advertise the project a third time and has been working to make sure all agreements have the same expiration date and this has resulted in the Grant Agreement Time Extension provided to extend Agreement G2H29 to March 1, 2026.
We are finalizing redesign of some areas of the trail and coordinating with FDOT for Authorization to Advertise.

RECOMMENDATION:
Staff recommends approval of the Grant Agreement Time Extension with approval for the Mayor to sign.
ALTERNATIVES:
Do not approve the Time Extension. A potential consequence is to lose the funding for this portion of the SUN Trail.
