Approval to award Bid No. 2026-015 for CDBG Residential Rehabilitation for 1512 Citrus Avenue, Fort Pierce, FL to DMS Contractors, LLC for an amount not to exceed $99,960.00.

On October 23, 2025, the Purchasing Division received specifications to go out for bid on the above subject bid. The bid was advertised on December  5 and December 12, 2025, with a scheduled opening at 10:30 AM on December 23, 2025.
The invitation was sent to 694 vendors. Fourteen (14) vendors requested specifications with five (5) responding (35.71%) plus 0 “No Bid” (35.71% total response). Sunrise City Concrete Services Inc, DMS Contractors LLC, De La Hoz Builders Inc and Honest Home Repairs HHR LLC submitted their responses for bid.

Staff recommends approval of Bid No. 2026-015, CDBG Residential Rehabilitation of 1512 Citrus Avenue, awarding the project to DMS Contractors, LLC, the second-lowest responsive bidder, in an amount not to exceed $99,960.00.
 

The lowest bidder, Sunrise City Concrete Services, Inc., submitted evidence of Workers’ Compensation coverage; however, the City’s Insurance Consultant determined the coverage structure to be highly complex. The contractor’s use of leased employees presents additional risk to the City that would not exist if coverage were maintained in the contractor’s own name. Therefore, staff recommends awarding to the second-lowest bidder, who meets the insurance requirements specified in the solicitation.
