SUBJECT:

Ordinance 17-002 Amending Chapter 22-60 - Off-street Parking, creating an exemption and special area standard for the Peacock Arts District. FIRST READING

SUMMARY:

  • The City of Fort Pierce Economic Development Team is proposing a Zoning Text Amendment to City Code Section 22-60 (4), of the City of Fort Pierce Code of Ordinances to provide the ground work for a pathway to revitalization and renewed economic development in a prominent extension of downtown Fort Pierce, through incentive of partial reduction in the required off street parking for existing structures and new development.
  • The presented Peacock Arts district (The “PAD”)  is a community initiative centered on this historically significant stretch of the Orange Avenue corridor. The motivation is the inspiration of redevelopment through revitalization of commercial, cultural, and historical assets. 
  • The proposal seeks to provide a fifty (50) percent (%) reduction for existing structures and a twenty-five (25) percent (%) exception to incentivize new infill development.
  • The Planning Board, at their December 13, 2016 meeting, failed to offer a recommendation of approval for the proposed amendment, suggesting the amendment be coupled with a more comprehensive overlay plan for this area.

Fiscal Impact

OTHER INFORMATION:

No immediate fiscal impact is identified with this proposed amendment. Future fiscal impacts may include considerations for branding efforts, future acquisition or development of public parking facilities, etc. Such impacts may be off-set through economic development, increased ad-valorem tax revenue, and an increase in TIF funds collected as the PAD is located within the CRA.
