SUBJECT:

Quasi-Judicial Hearing - Application for Conditional Use with New Construction subject to conditions submitted by property owner, Boch A Galup Inc, and applicants, Kash Patel, Mike O’Leary, Partners, ASTA Parking Inc., to development and operate a commercial parking lot at 111 S. Ocean Drive, Fort Pierce, FL.  The property is zoned Tourist Commercial (C-5). Parcel ID: 2401-501-0055-000-5.

SUMMARY:

  • The applicant is seeking approval of an application for Conditional Use with New Construction  to establish a 54 space commercial parking lot, containing fifty (50) typical spaces, three (3) handicap accessible spaces, and one (1) space to accommodate two (2) motorcyle at 111 S. Ocean Drive, Fort Pierce, FL.
  • The proposal includes the provision of a digital pay station, landscaping, solar lighting, and underground exfiltration for storm water maintenance, cash and credit payment kiosks, and required sidewalk connectivity.
  • The proposal presents offering parking spaces on-site, not intended to supply required parking spaces for businesses or other development, but rather a supply of surplus spaces accessible via a required user fee to support demand present on South Hutchinson Island. 
  • The Planning Board, at their May 9th, 2017 meeting, voted unanimously to recommend approval of the request with the conditions recommended by Staff.
  • A total of 35 notifications of the proposal were mailed to the owners of property located within 500 feet of the subject property.  To-date, zero responses have been collected. An updated response summary will be provided to the City Commission at the public hearing.

RECOMMENDATION:

Approval of the request with the following conditions:

1. The operator restricts use, and overnight parking, by any campers, Recreational Vehicles (RVs), or similar transit vans;  and
2. Two (2) trash receptacles, and process for collection, are integrated into the development plan.
