Approve purchase of Comcate Animal Control Software in the amount of $12,750.00 with an annual subscription fee of $7,500.00

Animal Control is currently utilizing a software program called ShelterPro to document animal control calls and complaints. Due to our network configuration, this software is not available to the officers in the field and does not address all of our needs. Animal Control and the IT Department have worked closely together to identify a program that meets all of the needs of Animal Control, is accessible in the field, is compatible with our network system and is within our budget restrictions.

Sunguard	This is our enterprise software. Animal Control is part of the Records Management module under Public Safety. City Hall does not have this Suite and it cost prohibitive to obtain (D. Johnson)
Comcate	Program is specific to Animal Control, is user friendly, includes integrated GPS, is tablet compatible and program is compatible with our system. Start up cost is $12,750, which includes data migration from the existing ShelterPro software. Annual subscription rate starting year 2 is $7,750.00.
Shelter Manager	Program is primarily for animal shelters but does have a secondary workable Animal Control application. Cost is $325.00 per year. Ranked 2nd in staff review.
Rescue Connections	Program is primarily for animal shelters but does have a secondary workable Animal Control Application. Works with our system but program was not user friendly. Cost was $499.99 per month. Ranked 3rd by staff.
Multiple Options Animal Shelter Software	Program is primarily for animal shelters but does have a secondary workable Animal Control Application. Each module has a separate cost. Per D. Johnson program not compatible with our network.
Pet Pal Manager	Program is a shelter program and does not include an Animal Control module.

 The Purchasing Division has reviewed and investigated this request and found that all information and justification to be correct. It is  on this basis that the competitive procurement process be waived and the quotes obtained and evaluated to ensure mobile capability as well as compatible with the City's network, be used to award to the most responsive responsible bidder.

After review by Animal Control staff for application use, the IT Manager for network compatibility and the Code Compliance Manager for budgetary consideration, staff recommends purchasing the Comcate Animal Control Management software.

Choose one of the other reviewed software programs that are compatible with our network.
Do not approve any new software and continue use with the existing software.
