SUBJECT:
Approve Wilco Construction, Fort Pierce, FL, as the most responsive responsible bidder for the replacement of City Marina Channel Navigation Buoys numbered 1 through 12, in the amount of $12,975.00.
SUMMARY:
Due to the strong cross currents or operator miscalculations operating vessels, the marina channel navigation buoys #1 thru #12 have been hit by vessels while operating in the channel or extreme weather has shifted the buoys. These events have caused damage to, displaced, or sank the navigation markers. It is required by the United States Coast Guard that the public channel be maintained by the marina owner. Marina staff solicit two (2) quotes from local vendors who have previously deployed buoys in the marina channel, Brothers' Construction, Inc., Stuart, FL, and Wilco Construction, Fort Pierce, FL. The third local vendor that provides marina construction services, Summerlin Dock Construction, Fort Pierce, FL, does have the equipment to deploy. It is imperative that the new channel markers be deployed as soon as possible to provide day time and night time guidance to and from the facility.
The Purchasing Division has reviewed and investigated this request and found that all information and justification to be correct. It is on this basis that the competitive procurement process be waived and the quotes obtained be used to award to the most responsive responsible bidder.

RECOMMENDATION:
Award to Wilco Construction, Fort Pierce, FL, for deployment required by the United States Coast Guard, in the amount of $12,975.00.
