Approval of a Site Plan Extension for Mayfair at Lawnwood Planned Development.

SUBJECT:

Approval of an extension for the Planned Development (PD) Approval for the project known as Mayfair at Lawnwood, located at 1801 Nebraska Avenue. This project was originally approved on November 21st, 2017.  The new date for the site plan expiration would become May 21st, 2018.

SUMMARY:

  • The Applicant's Representative, Jay Steinman of Duane Morris LLP, is requesting an extension based upon ~ the Governor's Executive Order Number 17-235.  This Executive Order addresses declared disasters by giving applicants additional extensions of time for applicants who request the extension.
  • Florida Statute 252.364 sets forth the extension of expiration date for emergency orders.  
  • The Applicant's Representative is requesting extension for Executive Order 17-235 signed by Governor Rick Scott. 
  • This project was initially approved on April 4, 2016 with a two year approval to commence, this approval would expire on April 4, 2018.  However, the Governor's Executive Orders now extend the expiration to April 7, 2020.
  • The applicant remains engaged in discussions with the Villages of Longwood Association Counsel, David Ross, Esq., in an effort to finalize an inter-party agreement as conditioned by the Commission's approval.

RECOMMENDATION:

Approve the extensions based on the State of Florida Executive Orders issued by Governor Rick Scott. 

ALTERNATIVES:

Staff will proceed as directed by the City Commission.

OTHER INFORMATION:

This project encompasses the development of 218 residential units,whereas extension of the site plan assists in its future development and the associated increase in ad-valorem tax revenue from its completion.
