HD King Update and Review of Proposal 

City Staff have been working on a new strategy for the HD King Site, as outlined at previous FPRA meetings, Staff is undertaking an intensive Community Outreach.  A combination of online surveys and outreach meetings will be utilized to engage as many residents as possible in the planning for this site.  The findings of the outreach will be brought back to City Commission for their input, and ultimately, the Commission's feedback and the public's will be incoporated into the vision for the RFQ - Request for Proposals. 

While Staff puts the dates together, the attached proposal was received.  Ms. Arias has put together a preliminary proposal for several parcels.  Parcel 3 is owned by the FPRA, the two City owned parcels that are south of the unopened right of way for Ave C (Parcels 4 and 5).  

Staff has reviewed the and recommends that the FPRA Board not accept the offer at this time.  Rather, the Public Input meetings continue and Ms. Arias will have the opportunity to present a proposal as part of the RFQ process. 

 

If the FPRA seeks to move forward with Ms. Arias's proposal, a similar agenda item will be placed on the next available City Commission.   Additionally, further information on financial feasibility of project and proof of project funds will need to be provided similar to the items sought in the original RFQ.
