Approve award of North 17th Street Roadway Improvements Construction Contract

SUBJECT:

Approve award of Bid No.  2019-024,North 17th Street Roadway Improvements (Orange Avenue to Avenue D) Construction contract to PAV-CO Contracting, Inc, Stuart, FL, in an amount not to exceed $1,701,756.80.

SUMMARY:

The work associated with this construction project includes the reconstruction of North 17th Street between Avenue D and Orange Avenue.  New construction includes the rebuild of the roadway complete with new sidewalks, curb & gutter, drainage improvements, new sanitary sewer installation and utilities. All activities are part of stormwater conveyance improvements for flood abatement. This is a FEMA Hazard Mitigation Grant Program project and FPUA project.

PRP Construction Group, LLC was the lowest bidder for this project. However, due to performance and delay issues that the Engineering Department had with recent projects (Surfside Neighborhood Drainage Improvements and S. 7th Street Roadway Improvements), staff strongly recommends award to the second lowest bidder, PAV-CO Contracting, Inc. PAV-CO's past performance on South13th Street Raodway Improvement project was commendable without delays.  The FEMA Grant Agreement for the North 17th Street Roadway Improvements stipulates that the project will be completed and closed-out by March 31, 2021.

RECOMMENDATION:

Staff recommends the award of the construction contract to PAV-CO Contracting, Inc.
