SUBJECT:
Approval of Memorandum of Understanding between the City of Fort Pierce and the Khalil Mack Foundation for a public private partnership for site improvements at Ilous Ellis Park.
SUMMARY:
In October 2020, representatives of the Khalil Mack Foundation approached staff concerning Mr. Mack’s interest in upgrading the field named in his honor. In the interest of moving the project along with a goal of completing renovations by the end of March 2021 or before the youth football season begins, foundation representatives asked City staff to assist with overseeing the project. The attached agreement solidifies the public private partnership with the City of Fort Pierce to oversee the renovations of Khalil Mack Field as outlined in the attached cost estimate of approximately $500,000. The renovations include, but may not be limited to Design Services, Selective Demolition and Renovation, Walkway Coverings, Foodservice Equipment, Play Structures, Non-Reimbursable General Conditions, Overhead, and Reimbursable General Conditions.
RECOMMENDATION:
Staff recommends approval of the MOU with the Khalil Mack Foundation.
ALTERNATIVES:
Staff will proceed as directed by the City Commission.

FISCAL IMPACT:
As per the MOU, "the project funds will be held in a restricted account to be used exclusively for the project. In the event the project is not approved, or if for any reason the project does not occur, Mack shall be entitled to a full refund of funds within thirty (30) days of notification that the project will not or cannot occur."
