SUBJECT:
Approval of Amended and Restated Interlocal Agreement between the Fort Pierce Police Department, Saint Lucie County Sheriff's Office, Port Saint Lucie Police Department, Saint Lucie County Fire District, and Saint Lucie County for a shared Computer Aided Dispatch (CAD) and Records Management System (RMS) with an additional cost to the City of Fort Pierce over five years of $199,495.28.
SUMMARY:
Our current Computer Aided Dispatch (CAD) and Records Management System (RMS) is shared by the Saint Lucie County Emergency Operation Center, Saint Lucie County Fire District, Saint Lucie County Sheriff’s Office, Port Saint Lucie Police Department, and Fort Pierce Police Department. By sharing the same system, costs are reduced for individual agencies and seamless integration of information between agencies is achieved. Our present system, created by Central Square, is antiquated and supported by the vendor on a year-to-year contract. The Emergency Operations Center’s Board of Governors chose Motorola’s Premier One as a replacement system to Central Square.
On February 1, 2021, the City Commission approved entering into an Interlocal Agreement with the entities above to share the costs of the Motorola Premier One system. During the subsequent business plan review process, additional services from Motorola were identified as being critical to the successful integration of the new system. The additional services include software interfaces, extended training, data conversion, and community crime analytics tools. The additional services increased the cost of the system and require an amended version of the original Interlocal Agreement. The additional cost to the City of Fort Pierce over five years is $199,495.28.
The attached Amended and Restated Interlocal Agreement has been reviewed by and approved by the City Attorney.

Accept Amended and Restated Interlocal Agreement.
ALTERNATIVES:
Not accept Amended and Restated Interlocal Agreement and purchase our own system separately.

OTHER INFORMATION:
The original agreed-upon cost to the City of Fort Pierce over five years was $506,426.49, starting October of FY2021/2022. The new cost over five years will be $705,021.77, starting October FY2022/2023. The first payment will be $114,942.86.
