SUMMARY:
The property is located at the northeast corner of US Highway 1 and Edwards Road, Just South and East of the Sands at St. Lucie. The surrounding uses are multi-family residential to the north and east and commercial to the residential to the south and west.
The proposed facility is approximately 2,591 square-feet. The applicant has submitted a floor plan that will consist of seven (7) classrooms, four (4) restrooms, and an office. All meals for the students and employees will be prepared onsite. The facility will include an outside fenced playground area based on the Department of Children and Family Services’ requirements. The site is located inside a retail center with access to adequate parking spaces for the use of the employees and visitors. The facility can be accessed by vehicle from the retail center entrance located on US Highway 1 and by pedestrians from US Highway 1.
Operation of the proposed facility will be from 6:30 am to 7:00 pm, Monday through Friday. There will be a total of 12 employees with split shifts. This location will accommodate approximately 74 kids on average. The facility will host children ages six (6) weeks to five (5) years old.

RECOMMENDATION:
The proposed use offers a provision of Daycare Centers and Childcare Facilities (Preschools) representing a limited commercial use that is compatible with the surrounding neighborhood and is generally consistent with the City’s Comprehensive Plan and Land Development Code with appropriate restrictions. Therefore, Staff recommends APPROVAL.
