SUBJECT:
Approve award of the Beach Court Roadway Improvements construction contract to the second-lowest bidder, PRP Construction Group, LLC, in an amount not to exceed $599,223.35.
SUMMARY:
The Beach Court roadway and the adjacent residential properties are subjected to flooding issues during significant rainfall events due to the lack of storm drainage infrastructure. This project will introduce a new storm drainage system between Florida Avenue and Delaware Avenue to aid in the conveyance of stormwater run-off. The project also proposes new sidewalks, curb and gutter, roadway reconstruction, and street lighting.
The low bidder was identified as Heavy Civil, Inc. with a bid of $598,489.65 or $733.70 (0.12%) less than PRP Construction Group's bid. Staff's request to award the project to PRP Construction is based on the following:

- Some references for Heavy Civil conveyed that staffing issues were an issue and that the work was considered mediocre. This along with the fact that Heavy Civil is the low bidder of the recently bid $1,000,000+ Avenue B roadway project, gives pause to staff of having Heavy Civil undergoing two City roadway construction projects at the same time.
- Staff has first-hand knowledge of the high quality of work performed by PRP Construction as they have completed several roadway projects for the City of Fort Pierce. This fact, along with the miniscule difference in bid prices, has swayed staff to recommend award to the second-lowest bidder.
- All of PRP's references gave outstanding reviews and rated them 5 of 5, or excellent. Heavy Civil's reviews were not as favorable.
RECOMMENDATION:
Staff recommends approval to PRP Construction

1. $78,212.20 from Road and Bridge Impact Fees, Account No. 110-1111-519-6310 for funding of sidewalks, signs, ADA curb ramps, and brick pavers in the raised medians
2. $521,011.15 from the Stormwater Management Utility Revenue Account, Account No. 403-4300-538-3490
