SUBJECT:
Quasi-Judicial Hearing- Review and approval of a Major Amendment to a Site Plan (Development and Design Review) to construct a 34,065 square foot Retail Warehouse Expansion with associated site improvements at or near 4145 S US Highway 1, more specifically located at Parcel Control Number(s): 2434-314-0003-000-4, 2434-314-0005-000-8
SUMMARY:
- The applicant is requesting the review and approval for a Major Amendment to a Site Plan (Development and Design Review) to construct a 34,065- square foot addition with associated site improvements to Jetson TV & Appliance.
- The original Site Plan’s approval was given at the February 22nd City Commission under agenda item 12 e for Jetson TV & Appliances to construct a 32,330-square foot addition.
- Also included with the Major Amendment to a Site Plan are the modification to the southern property boundary frontage to include the removal of an existing driveway connection and proposed access road, reorientation of the proposed (3) loading bays from a western exposure to now interconnect the facility with the existing operation and propose an additional loading bay, (4) loading bays total for the expansion and the removal of 2,144 sf of existing warehouse located on the adjacent property at 4145 S. US Hwy 1 to facilitate the proposed interconnection.
RECOMMENDATION:
The proposed Site Plan (Development and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
- A completion certification by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
- Bicycle Parking shall be provided at a ratio of 1 space per every 10 parking spaces pursuant to City Code 125-315 (f)(1)(a).
- Provide an auto-turn movement showing how trucks will back into the new loading bays.
- A Unity of Title with the St. Lucie County Clerk of Courts and a Parcel Combination with the St. Lucie County Property Appraiser shall be conducted before the issuance of a Building Permit.
ALTERNATIVES:
- Approval of the proposed Site Plan and Design Review, and no changes
- Disapproval of the Site Plan and Design Review
