SUBJECT:
Approval of a five (5) Year contract between Motorola Solutions and the Fort Pierce Police Department to provide third party services from Evidence OnQ and Easy Street Draw to the incoming Computer Aided Dispatch and Records Management System, in an amount not to exceed $150,103.05 total for the 5 years.
SUMMARY:
Effective February 2, 2021, the City of Fort Pierce entered into an Interlocal Agreement between Saint Lucie County, the Saint Lucie County Sheriff’s Office, the Port Saint Lucie Police Department, and the Saint Lucie Fire District to replace our county wide Computer Aided Dispatch (CAD) and Records Management System (RMS) with a system created by Motorola. The cost of the new system is shared and paid for by the agencies above. Two (2) third-party interfaces, Easy Street Draw and Evidence OnQ, have been added to the original scope of work. These advanced interfaces are necessary for evidence tracking and traffic crash investigations. Motorola will incur the costs of Easy Street Draw for the five-year contract. Motorola will incur the costs of Evidence OnQ for Year 1. The costs for Years 2-5 to the City of Fort Pierce for Evidence OnQ is $37,525.79 per year, or $150,103.05 for the subsequent 4 years.
The contract has been reviewed and approved by the City Attorney with the caveat that the “Change Order" should be evaluated as a stand-alone agreement as it does not expressly amend the February 2021 Interlocal Agreement.

RECOMMENDATION:
Accept and approve the contract with Motorola Solutions to provide and integrate Easy Street Draw and Evidence OnQ in to the record management system.
ALTERNATIVES:
Without an agreement, the Police Department would have to purchase their own third-party interfaces. By sharing the same system, costs are reduced for individual agencies and seamless integration of information between agencies is achieved.
