Future of Scooter Share Program

SUBJECT:

Discussion and direction regarding the future of the City's micro-mobility program.

SUMMARY:

In September 2019, the City of Fort Pierce launched a scooter share pilot program with the goal of learning how best to realize the benefits of micro-mobility programs while addressing common pitfalls. The pilot program ended on September 12, 2020, and the vendor (Superpedestrian) continued operating on a month-to-month basis. At the request of the City Commission, staff initiated a Request for Proposals (RFP) to solicit proposals from vendors interested in operating a turn-key, financially self-sustaining, automated, on-demand public electric scooter sharing system within the City of Fort Pierce. The RFP was developed based on the lessons learned in the pilot program, best practices from other jurisdictions, and feedback from stakeholders. On September 7, 2021, the City Commission executed a Scooter Share Program Agreement with the highest ranked respondent, Skinny Labs, Inc. dba Spin for a period of three years. In December 2022 the City was notified of Spin's decision to discontinue operations in the Fort Pierce market.

The City has since received several inquiries from other scooter share providers interested in operating in Fort Pierce. Staff is now seeking direction from the City Commission on the future of a micro-mobility program in our community.

RECOMMENDATION:

Issue a Request for Proposals for a micro-mobility provider.

ALTERNATIVES:

Staff will proceed as directed by the City Commission.

OTHER INFORMATION:

As part of the agreement, Spin was providing an annual operating fee of $2,500 to the City along with revenue share of $0.25 per ride.
