Approval to award RFP 2023-039 for annual contracted Professional Plan Review Services to JPI of Melbourne, Florida in an amount up to $100,000.00 annually.

Due to the shortage of licensed plan reviewers and professionals in the Construction industry, the Building Department has offered RFP 2023-039, for which the invitation to bid was sent to 759 vendors.  Twelve (12) vendors requested specifications with four (4) responding (57.14%) 0 "No Bid" (57.14% total response).  The selection meeting date was held July 26, 2023.  The selection committee evaluated each bid and considered the following:  Experience and ability of the Proposed Primary Firm; Facilities equipment and capabilities; Quality of their product compared to others; Past performance of the primary firm; Willingness and ability to meet time and budget requirements; and Price.  Out of a total 300 points, JPI of Melbourne, Florida achieved 255 points; CAP Government of West Palm Beach received 230 points; GFA International dba UES received 227 points and Willdan Engineering received a total of 195 points.

Staff recommends approval to award RFP 2023-039 for annual contracted Professional Plan Review Services to JPI of Melbourne, Florida in an amount up to $100,000.00 annually.
