SUBJECT:
Authorize staff to enter into negotiations for Professional Engineering Services RFQ No. 23-059 to complete a Comprehensive Safety Action Plan in accordance with the requirements of the Safe Streets For All Grant to the highest responsive bidder, Kimley Horn and Associates, Vero Beach, FL.
SUMMARY:
The City has received a federal grant in the amount of $240,000 from the Federal Highway Administration (FHWA) Safe Streets For All program to complete a Comprehensive Safety Action Plan. Staff advertised the Request for Qualifications on August 31 and September 7, 2023. Four responses were received. A selection committee consisting of 1 member from the Planning Department, and 2 members from the Police Department were chosen and each of the respondents' submittals were reviewed. Each evaluator scored the firms based on the following criteria:
1. Demonstrated understanding of the project and the Scope of Work (30 points)
2. Demonstrated understanding of the technical experience to perform a roadway safety analysis (20 points)
3. Experience with transportation safety in the small urban context (15 points)
4. Qualifications and knowledge of staff/firm (15 points)
5; Utilization of technology, software, and innovation to deliver work task (10 points)
6. Clarity, readability, presentation of material including writing style, unique or diverse skills, or any other qualifications deemed appropriate by the City (10 points)
It was determined that the top ranked firm, Kimley Horn and Associates, Vero Beach, FL would be requested to develop a scope and fee proposal and begin negotiations toward the execution of a contract.

RECOMMENDATION:
The Engineering Department recommends that the Commission approve the selection of Kimley Horn and Associates and authorize staff to proceed with negotiations.
Upon completion of negotiations and the development and approval of a contract, staff will return to the Commission for approval to award the contract.

ALTERNATIVES:
Re-advertise the RFQ and re-convene a new selection committee.

FISCAL IMPACT:
The amount budgeted for this project is from the Safe Streets for All Grant ($240,000) and is a reimbursable grant. The remaining $60,000 is the City's match and shown in the 23/24 budget to come from the General Fund.
