SUBJECT:

Approval of evaluation committee recommendations for providers identified in the following service areas for the Miscellaneous Professional Continuing Services RFQ No. 2024-005 for an initial period of two (1) year with three (3) one-year renewal options: Architectural, Environmental Testing, Facilities Engineering-Mechanical, Electrical, and Plumbing (MEP), Facilities Engineering-Structural, Hydrogeological, Landscape Architectural, and Urban Planning.

SUMMARY:

The City of Fort Pierce solicited Statements of Qualifications from professional firms qualified to provide advice and consultation, technical investigation and analysis, design and other professional services for the purpose of providing support services to all departments. There were twenty-three (23) respondents to RFQ 2024-005 Miscellaneous Professional Continuing Services. A committee of three (3) evaluators (City Engineer Jack Andrews, Deputy Building Official Shaun Coss, and Planning Director Kev Freeman) reviewed each of the submittals and scored them based on the criteria below. The total possible points per evaluator was 100 points.
  • Executive Summary: Details on how you plan to provide your services based on the specifications or scope of work provided in this solicitation. Points: 10
  • Qualifications of Company: Includes company qualifications, introduction, and company information.  Points: 25
  • Personnel: Personnel qualifications. Points: 30
  • Services: Services (past projects) and references that support your comments on the services you provide. Past clients related experience with your company.  The number and size of relevant projects being performed currently. Status of each current project in regard to completion schedule. Points: 35
The City of Fort Pierce desires to pre-qualify up to three (3) licensed professional consultants under continuing services contracts conforming to the stipulations outlined with Chapter 287.055 of the Florida Statutes, also known as the “Consultant’s Competitive Negotiation Act”, or CCNA: in the following service areas for an initial period of one (1) year with three (3) one-year renewal options: Architectural, Environmental Testing, Facilities Engineering-Mechanical, Electrical, and Plumbing (MEP), Facilities Engineering-Structural, Hydrogeological, Landscape Architectural, and Urban Planning.

RECOMMENDATION:

The evaluation committee recommends the following firms be listed as the city's Miscellaneous Professional Continuing Services providers for an initial term of one (1) year with three (3) one-year renewal options.

  • Architects Design Collaborative, LLC and Zyscovich, LLC scores were tied at 268.5, EXP U.S. Services, Inc., Don Bergman Architecture LLC 
Environmental Services
  • GFA International, Inc. dba Universal Engineering Sciences, Royal Consulting Services, Inc., EXP U.S. Services, Inc.
Facilities Engineering - MEP Services
  • TLC Engineering Solutions, Inc., Cape Design Engineering Co., BCER Engineering, Inc. and SGM Engineering, Inc.'s scores were tied at 255
Facilities Engineering - Structural
  • TLC Engineering Solutions, Inc., MBV Engineering, Inc., and Cape Design Engineering Co.
Hydrogeological 
  • Royal Consulting Services, Inc. and EXP U.S. Services, Inc.
Landcape Architect
  • Architects Design Collaborative, LLC, Cotleur & Hearing, and Inspire Placemaking Collective, Inc.
Urban Planning
  • Zyscovich, LLC, Architects Design Collaborative, LLC, Cotleur & Hearing,
