SUBJECT:
The police department requests approval to execute three (3) Independent Contractor Agreements: Police Administrator, Program and Grants Coordinator, and Accreditation Manager.
SUMMARY:
The police department is requesting approval to execute three (3) independent contractor agreements. Each agreement is a one (1) year agreement with a termination clause that allows the police department to terminate the agreement if the independent contractor fails to meet the service terms of the contract. At the end of the term of each contract, the police department will evaluate each position for consideration for full-time employment.
The first agreement is for the Police Administrator in the amount not to exceed $74,000. The second agreement is for the Program and Grants Administrator in the amount not to exceed $60,000. The third agreement is for the Accreditation Manager in the amount not to exceed $50,000.

RECOMMENDATION:
Staff recommends approval for the three independent contractor agreements.
ALTERNATIVES:
The alternative is to advertise for each position through the civil service hiring process.

OTHER INFORMATION:
The police department budgeted for the Program and Grant Coordinator, Accreditation Manager, and a Lieutenant's position in FY 2016. The police department will use the money allocated for these positions in the personnel services line item as the funding source for the three independent contractor agreements.
