SUMMARY:
On April 4th, 2016, the City Commission of the City of Fort Pierce approved a Zoning Atlas Map Amendment of the two (2) subject parcels from AG-2.5, County Agriculture, AG-1, Agriculture, and PUD, Planned Unit Development to the Village at Midway Planned Development Zone. The largest parcel was annexed in 2010 and retained its County zoning AG 2.5, Agriculture, while the 116-acre parcel was the first annexation of 2015. The intent of the original project was to become a commercial and industrial park with a separate residential component.
As a result of the current real estate market demand, an applicant has come forth with a Major Amendment to the current Planned Development Zone with new Mixed-Use Development Plan named “Sunrise Residential”. The intent of the proposed project is to provide the potential for sustainable and flexible development options for a variety of uses by utilizing the Master Planned Development (MPD) Zoning District. Uses within the proposed development include general commercial, neighborhood commercial, and various residential lot types including, both attached and detached Single-Family lots and limited multi-Family lots (Townhomes, Apartment, Cluster, Horizontal Apartments).
As proposed, approval of an overall Master Planned Development Plan will provide for a cohesive project build-out, it will provide the foundation for future tenants, developers, or builders to submit detailed development plan proposals for review and approval by the City. This affords all involved, including the city, developer and potential tenants, developers, or builders, a clear, agreed path to provide for the most efficient and flexible development of the subject parcels.
As contained in the MPD Guidelines, design and development parameters by lot type, such as, but not limited to: permitted and prohibited uses, applicable setbacks; allowable building area; street cross sections; landscaping, irrigation and signage standards have been provided for. A master Property Owners Association (POA) will be created to provide for continued and long-term maintenance of common areas, such as parks, open spaces and preserve areas, as well as the master stormwater system, master irrigation system, common area signage, street lighting, and other common improvements and services.

RECOMMENDATION:
Based on the submittal, staff recommends APPROVAL of the proposed Major Amendment to a Planned Development Zone with one (1) condition.

- The applicant and developer of the proposed Master Planned Development Plan shall adhere to and meet all requirements of the Planned Development and Traffic Contribution Agreement submitted with the application for Major Amendment to a Planned Development Zone.

- Recommend APPROVAL of the proposed (Major Amendment) with the associated development plan with the one (1) condition.
- Recommend APPROVAL of the proposed (Major Amendment) with the associated development plan with changes and/or alternative conditions.
- Recommend DENIAL of the proposed (Major Amendment) with the associated development plan.
