SUBJECT:

Approval of the Memorandum of Understanding for the collaboration of FEMA, St. Lucie County and the City of Fort Pierce to carry out their respective roles and responsibilities with regarding non-financial Direct Technical Assistance (DTA) under FEMA’s Building Resilient Infrastructure and Communities (BRIC) program.
 

SUMMARY:

St. Lucie County's Department of Resilience has included the City of Fort Pierce in their application to the Federal Emergency Management Agency (FEMA) for the Building Resilient Infrastructure and Communities Program. The purpose of this Agreement is to provide a framework for the collaboration of FEMA and St. Lucie County and City of Fort Pierce, FL to carry out their respective roles and responsibilities with respect to Non-financial Direct Technical Assistance (DTA) under FEMA’s Building Resilient Infrastructure and Communities (BRIC) program. This Agreement sets forth the terms by which FEMA will provide BRIC DTA to St. Lucie County and City of Fort Pierce, FL. This agreement is not intended to be legally binding.

RECOMMENDATION:

Recommendation to approve collaborative efforts with the City of Fort Pierce and St. Lucie County, with the following Federal agencies: Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS).

ALTERNATIVES:

Decline the opportunity to partner with St. Lucie County and the supporting federal agencies.

The City of Fort Pierce's Grants Division.

COORDINATED WITH:

The City of Fort Pierce and St. Lucie County in collaboration with, the Federal Emergency Management Agency (FEMA), and the Department of Homeland Security (DHS).

The purpose of this Agreement is to provide a framework for the collaboration of FEMA and St. Lucie County and City of Fort Pierce, FL to carry out their respective roles and responsibilities with respect to Non-financial Direct Technical Assistance (DTA) under FEMA’s Building Resilient Infrastructure and Communities (BRIC) program. This Agreement sets forth the terms by which FEMA will provide BRIC DTA to St. Lucie County and City of Fort Pierce, FL. This agreement is not intended to be legally binding.

This Agreement is not an award of, or approval for, FEMA funding. Any financial assistance from FEMA would only be available through a separate application and award process, such as the process detailed in the current BRIC Fiscal Year 2023 Notice of Funding Opportunity (NOFO), or through another FEMA Hazard Mitigation program. This Agreement in no way guarantees that there will be a separate agreement for financial assistance or reimbursement of any kind.

FEMA and St. Lucie County and City of Fort Pierce, FL recognize the value of working with one another to strengthen the resilience of St. Lucie County and City of Fort Pierce, FL by leveraging tailored technical support from FEMA, and other partners, so that St. Lucie County and City of Fort Pierce, FL can design and implement holistic, equitable, climate adaptation and risk reduction solutions that advance local objectives and close capability gaps.

The technical assistance provided by FEMA in relation to this Agreement, and the outcomes related to such technical assistance, will vary based on the availability and resources of FEMA and St. Lucie County and City of Fort Pierce, FL.
