SUBJECT:

Approval of expenditure to purchase 244 Motorola N70 handheld radios, including all related accessories, programming, and a seven-year repair/replacement plan for damaged or broken units, for a cost not to exceed $2,675,982.08, based on NASPO Contract 19860 - NASPO 00318.170.

SUMMARY:

The Police Department is requesting approval to purchase 244 Motorola N70 handheld radios, including all related accessories, programming, and a seven-year repair/replacement plan for damaged or broken units, for a cost not to exceed $2,675,982.08. Pricing for this purchase is based on NASPO Contract: 19860 - NASPO 00318.

Allocation of Radios:
- 170 radios will be assigned to the Police Department to ensure continued operational effectiveness.
- 74 radios will be distributed among various City Departments to support communication needs across municipal operations.

Justification:
The current fleet of Motorola portable radios are expected to reach their end-of-life this year. After this period, Motorola will no longer provide service or replacement parts for these models. We have already experienced an increased failure rate, along with the deterioration of critical components such as knobs, antennas, and shoulder microphones, compromising operational efficiency and safety. 

Motorola has recommended transitioning to the APX N70 model, which offers advanced features that will greatly enhance our communications infrastructure, including:
- Cloud-based programming reduces the need for manual updates.
- AT&T FirstNet cellular backup ensures redundancy in case of radio network failures.
- GPS location tracking and smart mapping, enhancing situational awareness and response coordination.
- Improved durability and reliability, reducing long-term maintenance costs.
These enhancements will significantly improve the City’s operational efficiency, response capabilities, and disaster preparedness, ensuring uninterrupted communications even during large-scale emergencies.

Funding:
- The total cost for the radios, accessories, programming, and seven-year repair/replacement coverage is not to exceed $2,675,982.08.
- Funding for this purchase will be provided by Project ARP21, Restricted American Rescue Restricted Fund Capital Item.
 

RECOMMENDATION:

Staff recommends approval of the purchase.

Staff will proceed as directed by the Commission.
