Update on Clean-up Activities at the King Plant Property - City Engineer
SUMMARY:
Clean-up activities commenced on April 1, 2014. Cardno has established their excavation boundaries and began excavation to the design depth of 4.5 feet to remove the contaminated soil. As of April 10, the date of this report, approximately 4,200 cubic yards of the originally planned 9,000 cubic yards have been excavated and hauled off-site for disposal.
During the excavation, numerous pipe lines, steel sheet piling, and concrete debris was encountered. Additional contamination, with strong petroleum odor, has been discovered deeper than the proposed design depth. This petroleum based product has been discovered below the water table and believed to extend to a depth approximately 8 feet below the surface. The work plan is to continue the excavation to the design depth, which is above the water table, then perform exploratory digs to determine the extent and depth of the additional contaminated soil. The contract does include a contingency line item of approximately $200,000 and approval by both the City and the FPUA will be necessary to access these contingency funds.
All testing of the soil material at the Indian Hills Recreation Area has been completed and the material is cleared to be used as backfill material at the King Property.

RECOMMENDATION:
Continue clean-up efforts and evaluate volumes and proposed cost of additional contaminated soil removal.
ALTERNATIVES:
Future discussions may be necessary to evaluate alternative methods of reclamation.
