Approval of Expenditure to Fort Pierce Utilities Authority for Phase 3 and 4B of the Smart City Initiative in the amount of $65,000

SUMMARY:

The City and FPUA previously entered into an Interlocal Agreement for the Downtown Fort Pierce Smart City lnitiative effective May 3, 2021; the terms of which were subsequently amended pursuant to an Amended and Restated Memorandum of Understanding effective July 11, 2023. Pursuant to the 2021 Agreement, the City agreed to provide up to $250,000 toward the Downtown Smart City Initiative, which will be funded through the use of the remaining excess funds from the sale of certain tax credits related to the FPUA voluntary cleanup and remediation of the former H.D. King Power Plant site. 

Under the revised Interlocal Agreement executed by the FPRA Board on March 11, 2025, the City’s financial contribution includes $45,000 for Phase 3 (Additional Fiber & Conduit Infrastructure Installation) and $20,000 for Phase 4B (Installation of Wireless Equipment to provide free Public Wi-Fi at River Walk Center). Phase 3 has already been completed, and Phase 4B is scheduled for completion in March 2025.

RECOMMENDATION:

Approval is requested for the payment of $65,000, which covers the City's contributions for both Phase 3 ($45,000) and Phase 4B ($20,000) of the Downtown Smart City initiative.

OTHER INFORMATION:

The total project cost to the City shall not exceed $250,000 (two hundred fifty thousand dollars and no cents) which shall be funded through the use of certain excess funds from the sale of the tax credits related to the cleanup of the former H.D. King Power Plant site, which shall be paid to FPUA by the City in accordance with the following phases and milestones. The cost for each phase is estimated. The funding can be reallocated to another phase based on actual construction and material costs, per executed First Amendment to MOU.
