SUBJECT:
Approve award of Bid 25-014, the Surfside Neighborhood Roadway Improvements Phase II, to the low bidder, Pav-Co Contracting, Inc., in an amount not to exceed $3,469,267.18.
SUMMARY:
Surfside Park Neighborhood Phase II identifies drainage improvements along seven (7) residential streets. The Surfside Park Neighborhood was platted in the 1950's and were intended to be residential streets with roadside swales that were to collect and convey stormwater runoff. Over time required to phase construct the residential lots, the originally intended roadside swales were never constructed as designed or have been encroached upon through redevelopment and/or improvements constructed within each residential lot. Today, stormwater runoff from the residential streets and lots have been directed onto the roadways themselves as a means of conveyance. As a result, the roadways experience isolated flooding and are deteriorating at an accelerated rate. To improve stormwater collection and address the degrading roadway pavement conditions, the City desires to have valley gutters added along the streets to direct stormwater runoff to existing catch basins. Surfside Park Neighborhood Phase I was completed in 2021.
The streets identified for Phase II drainage improvements under this project are Melaleuca, Plover, Pelican, Walnut, Eucalyptus, Cypress and Sunset Isles. The project proposes roadway improvements to include drainage improvements, water and sewer installation, utility adjustments and roadway restoration. Improvements will include valley gutters constructed on both sides of the roadway, elimination of the remaining roadside swale by regrading, driveway replacement, milling and resurfacing.
FPUA to reimburse costs associated with the water and sewer construction of $218,486.70. Reimbursement cost included in the bid proposal in the amount $124,770.00. An additional price proposal was requested from the low bidder due to items omitted from the initial bid form in the amount of $93,716.70.

RECOMMENDATION:
Staff recommends awarding the construction contract to Pav-Co Contracting, Inc.
