SUMMARY:
Consideration of a Future Land Use Map Amendment for four (4) parcels of land to change the future land use designations from RM, Medium Density Residential, to GC, General Commercial and allocate zoning categories of C-3. Said parcels are generally located on the east side of N 8th Street and north of Avenue C, in Fort Pierce, Florida. Parcel ID(s): 2410-604-0107-000-9, 2410-604-0112-000-7, 2410-604-0115-000-8 & 2410-601-0207-000-1.
The proposal is being considered with respect to securing the compatibility of the lots with respect to a proposal and in response to a successful request for a proposal to create the Moore's Creek Model Block redevelopment project.
The legal descriptions of the four (4) parcels are as follows:

4. FEE AND MAY`S RE-S/D BLK N LOT 11 (MAP 24/10C) (OR 837-1818)
In April 2023, the City of Fort Pierce, Fort Pierce Redevelopment Agency (FPRA), and St. Lucie County entered into an interlocal agreement to collaboratively develop the Avenue D Model Block. This agreement defines the responsibilities and processes involved in the redevelopment of the property located at Avenue D and 7th Street, which includes parcels owned by the City of Fort Pierce, FPRA, and St. Lucie County. The project's vision is detailed in the 2020 FPRA Redevelopment Plan, which identifies this site as a model block, proposing a mixed-use redevelopment that includes apartment housing and commercial spaces.
In February 2025, the City Commission approved the award of the RFP to Pinnacle Communities, who propose a total of 157 residential units to be developed in two phases, offering 85 units of affordable rental housing for families, and 72 units of affordable rental housing for seniors. Additionally, the proposal includes four live work units facing 7th Street.
The properties are required to be designated as a Commercial FLU and Zoning to allow the use of the 'LIVE LOCAL ACT' both for project design and financing.

RECOMMENDATION:
Staff recommend that the Planning Board move the small-scale Future Land Use and Zoning amendment to City Commission with a recommendation of APPROVAL. (Two separate motions will be required).
