Approval of award of Bid No. 2025-023 for CDBG Residential Rehabilitation for 2803 Avenue M, Fort Pierce, FL to Zorion LLC in an amount not to exceed $87,220.36

On February 13, 2025, the Purchasing Division received specifications to initiate a bid for the project mentioned above. The bid was advertised on February 21 and February 28, 2025, with the opening scheduled for 3:00 PM on March 21, 2025. Invitations were sent to 610 vendors. Twenty-one vendors requested the specifications, and four vendors submitted bids, resulting in a response rate of 19.05%, with no vendors indicating a "No Bid."

Telco Investments submitted the lowest bid; however, the firm did not fully comply with the insurance requirements outlined in the bid documents. As a result, we are unable to award any contracts to this firm at this time. Zorion LLC, Inc. was determined to be the most responsive bidder.

Staff recommends the approval of Bid No. 2025-023 - CDBG Residential Rehabilitation of 2803 Avenue M, the second-lowest bidder Zorion LLC, Inc., in the amount not to exceed $87,220.36.

Award to alternative bidder or request new bids.
