SUBJECT:

Approval of Change Order No. 16 - General Contractor Services, Expanded Parking Lot Scope in the amount of $41,229.43 to correct the parking lot elevation to prevent water intrusion for the Highwaymen Museum renovation.

SUMMARY:

During the building inspection to develop the “as-built” renovation plans, a preexisting water intrusion issue was discovered on the first floor of the two-story structure. Journey C&D Group, Inc. informed staff, noting that the condition of the existing parking lot appeared to be a contributing factor.

Since the remediation of the water intrusion and dumpster enclosure fell outside Journey C&D Group, Inc.’s contractual scope an alternative option was proposed, but not finalized. Subsequently, the former city engineer requested Journey to submit a scope of work to support the proposed cost in Change Order 12. At the time, however, the Journey's project engineer had not completed the required drawings. The initial proposal in Change Order 12 included the removal of 3–5 inches of elevation and full site repaving at a cost of $45,654.20.

The finalized drawings revealed additional scopes of work not included in Change Order No. 12, previously approved by the FPRA. Following discussions between staff and the contractor, a revised design was developed that reduces the original cost associated with Change Order No. 16 and incorporates enhanced oversight by City Engineer Mark Zrallack.

This item will also be presented to the Fort Pierce Redevelopment Board due to ownership and funding interests. 

RECOMMENDATION:

Staff recommends approving Change Order No. 16 in the amount of $41,229.43. This amount is in addition to the amount previously approved under Change Order No. 12 for the parking lot in the amount of $45,654.20. The total project cost is $86,883.63.

ALTERNATIVES:

The Commission can deny the change order and direct staff to initiate a Request for Proposals (RFP) for the project. However, pursuing this option would lead to substantial delays in the project's timeline and could jeopardize the remaining grant funding for the project in the amount of $120,915.50.
