Approval of the FPRA Mural Program Property Owner Agreement with 130 N. 2nd Property Owner, LLC
SUMMARY:
The Fort Pierce Redevelopment Agency (FPRA) Mural Program is an initiative dedicated to revitalizing the community by transforming blank walls into meaningful works of art. Through this program, the FPRA funds the installation of murals on eligible properties within the designated redevelopment area. This program aims to reduce slum and blight, foster civic pride, and provide a platform for artistic expression while improving the overall aesthetic of the city.
At the May 2025 CRA Advisory Committee meeting, the property located at 130 N. 2nd Street (Sailfish) was selected for mural installation. A Call for Artists was subsequently issued, and during the June 2025 CRA Advisory Committee meeting, an artist was selected for the project.
An agreement between the FPRA and the property owner has been prepared to outline the roles and responsibilities of each party.
Upon approval by the FPRA Board, staff will coordinate with the property owner and the selected artist to facilitate the successful execution of the mural project.

RECOMMENDATION:
Staff recommends approval to execute the Property Owner Agreement
ALTERNATIVES:
Deny approval of the Property Owner Agreement with 130 N. 2nd Property Owner, LLC and direct staff to reissue a new call for property owners.

There is no fiscal impact associated with this property owner agreement. Funding allocated for the FPRA Mural Program will be used specifically for artist compensation, materials, and installation costs. Property owners will not receive any direct financial compensation under this program.
