Approval of an Interlocal Agreement between the Fort Pierce Redevelopment Agency and the Treasure Coast Regional Planning Council for the development of the Lincoln Park Master Plan in the amount of $152,500.00

SUMMARY:

The Fort Pierce Redevelopment Agency (FPRA) is requesting the assistance of the Treasure Coast Regional Planning Council (TCRPC) to develop a community-based master plan for the Lincoln Park neighborhood in Fort Pierce.  The study area is bounded by Orange Avenue to the south, 33rd Street to the west, Taylor Creek to the north, and US-1 to the east.  This effort will focus on neighborhood stabilization and investment through infill housing, vacant lot assessment and redevelopment, as well as business recruitment and retention.  There will be specific emphasis on strategies for the historic business corridor, Avenue D. This master plan effort will build upon previous planning efforts including the 2024 Lincoln Park Economic Analysis, the 2022 Downtown Master Plan, and the 2020 Fort Pierce Redevelopment Plan. 

FPRA REDEVELOPMENT PLAN GOAL/POLICY

3. The Fort Pierce Redevelopment Agency shall identify community stakeholders and partners to assist in the implementation of the Redevelopment Plan Goals, Policies,and Projects/Activities.
10. The Fort Pierce Redevelopment Agency shall enhance the Agency’s community presence and awareness and develop the area as a regional destination.    

RECOMMENDATION:

Staff recommends approval of the Interlocal Agreement with the Treasure Coast Regional Planning Council to support the development of the Lincoln Park Master Plan.
