SUBJECT:
Review and approve CRA Advisory Committee Recommendation for Commercial Facade Grant Application for 1109 Delaware Ave in the amount of $25,000 - Monarch Lee Homes, LLC.
SUMMARY:
The CRA Advisory Committee has completed its evaluation of the latest round of Commercial Façade Grant Program applications. This program is designed to eliminate blight and enhance the visual appearance of properties within the FPRA district, encouraging private reinvestment, economic development, and job creation. It offers 50% matching grants, up to $25,000, for eligible exterior improvements.
In this round, six committee members evaluated the submitted applications, with a maximum possible score of 600 points per application.
Project Description:
Proposed improvements for 1109 Delaware Avenue owned by Monarch Lee Homes, LLC include stucco and exterior painting, installation of impact windows and doors, landscaping along the front and sides of the building, and construction of a handicap-accessible ramp.
The application received a score of 424 out of 600 points (70%). The Committee recommended funding the application and also suggested that permanent landscaping be added to the project scope.
This represents the initial step in the grant award process. If the Board approves the Committee’s recommendation, staff will prepare a grant agreement for 1109 Delaware Avenue to be brought back for final approval at a future FPRA Board meeting.
Staff anticipates receiving additional applications before the August 15, 2025 deadline, which will be presented for evaluation in a future review cycle.
