SUBJECT:
Approval of First Amendment to Funding Agreement with St. Lucie County for the Delaware Avenue Intersection Improvement Project to extend the time frame for major construction to occur while school is out of session.
SUMMARY:
The FPRA and St. Lucie County entered into a Funding Agreement on December 10, 2024 for the Delaware Avenue Intersection Improvement Project. Through this funding agreement, the FPRA will contribute $250,000 in the form of a reimbursable grant toward the reconstruction of the existing signalized intersection at Delaware Avenue and 33rd Street and resurface a portion of Delaware Avenue. Grant funds shall only be used for costs to engineer, design, permit, inspect, and construct the project.
The reconstruction includes removing the adverse east/west vehicular roadway geometry and providing pedestrian facilities that meet current design standards within five hundred feet of the subject intersection. The project will also provide updated traffic signs, pavement markings, and traffic signal modifications to support additional pedestrian facilities on the southbound and eastbound approaches to the intersection, including proposed pedestrian signal poles, signal heads, detectors, conduit, and pull boxes. This intersection is located within the FPRA District and addresses several goals in the FPRA Plan related to pedestrian safety improvements and connectivity.
The purpose of this amendment is to extend the term to December 31, 2026.

FPRA REDEVELOPMENT PLAN GOAL/POLICY
- 3.1 The Fort Pierce Redevelopment Agency shall utilize public-private partnerships, interagency and interlocal agreements where applicable and when in accordance with Florida Statutes, to facilitate the implementation of the Community Redevelopment Plan.
- 16 The Fort Pierce Redevelopment Agency shall evaluate and prioritize streetscaping and pedestrian safety improvement opportunities throughout the Community Redevelopment Area.
- 16.1 The Fort Pierce Redevelopment Agency shall coordinate with the City’s Public Works Department to prioritize pedestrian-related improvements located within the Redevelopment Area such as streetscape projects, trail connections, and sidewalk installations/expansions within the Community Redevelopment Plan and Annual Work Plan and Budget.
- 16.3 The Fort Pierce Redevelopment Agency shall, contingent on the availability of funding sources, include at least one streetscape, sidewalk or neighborhood connection improvement project in each year's Annual Work Plan and Budget.
RECOMMENDATION:
Staff recommends approval of the First Amendment.

OTHER INFORMATION:
This reimbursable grant will be funded through FPRA Account Code 6310 - Other Improvements - Road & Bridge. The PO will be transferred from FY25 to FY26.
