SUBJECT:
Legislative Hearing - Ordinance 25-033 - Impact Fee Moratorium within Urban Infill and Redevelopment Area. FIRST READING.
SUMMARY:
Ordinance 25-033 will provide a moratorium on the imposition and collection of City impact fees within the Fort Pierce Redevelopment Area for a period of one year. The City Commission adopted the initial urban infill impact fee moratorium via Ordinance 20-007 on March 16, 2020. It expired one year later and numerous subsequent ordinances extended the moratorium, which is now set to expire on November 5, 2025.
In established urban areas, there may be older buildings or underutilized sites that could benefit from redevelopment. By implementing an impact fee moratorium, it becomes more economically viable for businesses to invest in these areas and breathe new life into the community. This can result in revitalization, job creation, and increased economic activity. In an established urban core, the infrastructure is largely already in place. Therefore, new construction may not be placing as much strain on public services as they would in areas that require significant infrastructure investments.

OTHER INFORMATION:
The proposed ordinance does not require the use of City funds. The moratorium temporarily suspends the collection of impact fees within designated urban infill areas as an incentive to promote private development and redevelopment. Any short-term reduction in impact fee revenue is anticipated to be offset by long-term gains in taxable value and economic activity.
