SUBJECT:

Legislative Hearing - Ordinance 25-036. Amending the City's Zoning Atlas and rezoning two parcels containing approximately 75.981 acres of land, more or less, and being generally located at or near the southwest corner of Okeechobee Road and the Florida Turnpike and approximately 1500 feet south of Okeechobee Road in Fort Pierce, from (AG-1) Saint Lucie County Agricultural 1 Dwelling Unit per Acre to Planned Development (PD); approving a Final PD site plan; approving a Planned Development zoning agreement; providing for a severability clause; providing for repeal of ordinances or parts thereof in conflict herewith and providing for an effective date. SECOND READING

SUMMARY:

Gordy Greek Planned Development (PD), is a PD Rezoning application for a PD Final Site Plan for a proposed residential development of a total of 316 residential units (178 single-family homes and 138 town home units). The property is located on Gordy Road, south of Okeechobee Road.

The property was annexed into the City in 2006, retaining the existing St. Lucie County zoning of AG-1 and designated a City Future Land Use of Mixed-Use Development.

The application sets out to provide a transition between the natural environment and development activities and highway intersections to the east. The 10-mile Creek is located on the west side of the site. The Proposal incorporates a large, preserved wetland as part of the site layout that is intended to be the focal point of the development.

A proposed 1.36-acre lake is located within the northwest part of the proposed site. The lake is surrounded by a trail which will be open to both the public and future residents of the development and provides a unique opportunity for outdoor enjoyment and environmental education. The trail is designed to enhance community engagement and will feature educational signs that provide insights into the wetland ecosystem.

Access to this natural area is facilitated through a separate entryway accessible from Gordy Road, with dedicated parking available for the public.

RECOMMENDATION:

Based on findings that the proposal is in compliance with the Comprehensive Plan and that the proposal promotes the public health, safety and general welfare through site design and infrastructure improvements.

Staff recommend the City Commission APPROVE the site plan subject to the stated sixteen (16) conditions of approval.

(Note: additional conditions added after the Planning Board to address Florida Department of Transportation comments)
