SUMMARY:
The St. Lucie County Regional Resilience Plan (RRP) and Resilience Vulnerability Assessment – Other Hazards (RVA-OH) were provided to the Fort Pierce City Commission at the at the December 8, 2025 Day Meeting, to allow for review and input prior to finalization. In addition, the Draft RRP and RVA-OH were presented to the St. Lucie County, City of Port St. Lucie and Town of St. Lucie Village Boards in December 2025.
The attached Final Regional Resilience Plan (RRP) corrects minor typographical and formatting errors, as well as specific modifications to:
· Front Cover: changed from ‘Draft’ to ‘Final’ and date updated to January 2026
· Section 10.0: updates to Benefit-Cost Analysis summary paragraph
· Appendix F: added Benefit-Cost Analysis on Select SLC Conservation Sites
The attached Final Resilience Vulnerability Assessment (RVA) report corrects minor typographical and formatting errors, as well as specific modifications to:

· Section 2.3: minor changes and updated numbers to stakeholder engagement paragraph
As background, in 2022, St. Lucie County was awarded a CDBG-Mitigation grant in the amount of $600,000 and entered into an agreement with the Florida Department of Commerce (Commerce) to develop a community-wide St. Lucie County Regional Resilience Plan. The initiative included conducting an in-depth Resilience Vulnerability Assessment (RVA) looking at various hazards to identify local risks and inform potential mitigation and adaptation strategy recommendations as part of the RRP.
The planning process included extensive community engagement and regular meetings of the St. Lucie Resilience Steering Committee, which played a vital role in shaping the RRP and RVA. The Steering Committee represented various St. Lucie County, Port St. Lucie, Fort Pierce and St. Lucie Village departments, as well as other local and regional agencies.
The Regional Resilience Plan represents the first step in developing a comprehensive and collaborative approach to adapt to and mitigate the effects of extreme and disruptive natural events. Acceptance of the RRP positions the county and municipalities to be eligible for state and federal grant funding to support resilience initiatives. Acceptance of the RRP does not constitute adoption of specific policies or actions recommended in the plan, but rather an agreement to consider recommendations as another tool for future planning and decision-making toward creating a sustainable and resilient community.
