SUBJECT:

Approval of an agreement between the City of Fort Pierce and Lincoln Park Main Street, Inc. to provide services for the period of October 1, 2025 to September 30, 2026 for an amount not to exceed $50,000.

SUMMARY:

The City of Fort Pierce and Lincoln Park Main Street, Inc. (LPMS) successfully completed the first year under the revised agreement established in response to federal funding changes. The updated agreement introduced a detailed Scope of Services, Deliverables, and Reporting Form, aligning LPMS's work with the principles of Main Street America’s Impact for Main Street Transformation and the Florida Main Street Guide. The agreement incorporates the Four Points framework—Economic Vitality, Design, Promotion, and Organization—while continuing several elements from prior contracts.

Additional requirements were added to strengthen accountability, including expanded insurance coverage (general liability, automobile liability, and professional liability), with the City listed as an additional insured party on general and automobile policies.

Under this renewed agreement, the Jazz on Moore's Creek was removed as a deliverable because it receives separate funding from the City in the amount of $10,000. To replace the four (4) quarterly events, LPMS recommended forming a Lincoln Park Business/Merchants Association, hosting each of the following events twice a year: a Small Business Saturday Sidewalk Pop Up and a Business/Merchant Networking Event.

LPMS will continue to:

  • Strengthen the district’s economic base.

  • Partner with the City and Fort Pierce Redevelopment Agency (FPRA) to enhance the district’s physical appearance.

  • Assist in promoting Fort Pierce Redevelopment Agency programs and City initiatives.

  • Implement creative programming and a comprehensive marketing and community engagement strategy.

RECOMMENDATION:

Staff will proceed as directed by the Commission.

ALTERNATIVES:

Direct staff to renegotiate, revise the agreement terms, or decline approval of the agreement.
