SUBJECT:
Approval of Award for RFP 26-021 Strategic Planning Consulting Services to Berry, Dunn, McNeil & Parker, LLC, as highest ranked respondent and authorize staff to enter into contract negotiations for final approval by City Commission.
SUMMARY:
The City of Fort Pierce issued Request for Proposals 26-021 seeking qualified consulting firms to lead the City’s comprehensive Strategic Plan update. The scope includes developing strategic direction and resource alignment, establishing measurable outcomes, conducting stakeholder engagement, reviewing organizational and operational performance, collaborating with executive leadership, and facilitating workshops with City Commission and staff. Deliverables include a full Strategic Plan for 2026–2031–2041, along with supporting documents such as the Action Agenda, Executive Summary, Performance Report, Leader’s Guide, and Plan in Brief.
The City received eight proposals in response to the solicitation. An evaluation committee reviewed and scored all submissions based on qualifications, project team and capacity, project understanding and methodology, work plan and schedule, and cost.
Following evaluation, Berry, Dunn, McNeil & Parker, LLC received the highest overall ranking with a total score of 275 points.

RECOMMENDATION:
Staff recommends that the City Commission authorize staff to enter into negotiations with Berry, Dunn, McNeil & Parker, LLC, the highest ranked respondent to RFP 26-021. Upon successful negotiation of a contract, staff will return to the City Commission for approval of a final agreement.
ALTERNATIVES:
Do not authorize negotiations. Staff would then seek direction on whether to begin negotiations with the next highest ranked firm or re-issue the RFP.
