SUBJECT:
FPRA Resolution 26-08 Authorizing a Requested Extension from the Owner of 708 North 18th Street; Approving a Surplus Property Sale Agreement; Approving an Amended Deed
SUMMARY:
On March 21, 2021, the surplus property located at 708 N. 18th Street, identified as Parcel ID No. 2404-711-0019-000-5, was conveyed via Quit Claim Deed to Tyese Miller (the “Grantee”).
Pursuant to the Quit Claim Deed, the Grantee was required to pour the foundation within five (5) years of the date of conveyance. The Grantee did not meet the March 21, 2026 deadline and submitted a written request for a one (1)-year extension to complete the required foundation.
At the March 10, 2026 FPRA Board meeting, the Board considered the extension request and agreed to grant an eighteen (18)-month extension to complete construction of a residential structure and obtain a Certificate of Occupancy, subject to the Grantee entering into a Surplus Property Sale Agreement containing development terms and conditions.
The development timeline is as follows:
Applications for Approvals and Permits: The Grantee shall submit construction plans and apply for all required approvals and permits within six (6) months of the effective date, with a deadline of October 14, 2026.
Foundation: The Grantee shall complete the foundation within twelve (12) months of the effective date, and no later than April 14, 2027.
Certificate of Occupancy: The Grantee shall obtain a Certificate of Occupancy within eighteen (18) months of the effective date, and no later than October 14, 2027.

RECOMMENDATION:
Staff recommends approval of FPRA Resolution 26-08, authorizing an eighteen (18)-month extension, subject to the execution of the Surplus Property Sale Agreement.
