Approval of Artwork License Agreements for the Youth Banner Art Showcase and Authorization to Produce and Install Pole Banners in the Peacock Arts District

SUMMARY:

The Fort Pierce Redevelopment Agency (FPRA) introduced the Youth Banner Art Showcase as part of the Pole Banner Program, an initiative aimed at strengthening community branding, enhancing visual appeal, and engaging local students in creative expression. The Showcase invited students in grades K–12 attending Fort Pierce schools to submit original artwork reflecting one of three approved themes: Fort Pierce Landmarks, Arts & Culture, or Nature/Scenic.

The program received 83 submissions. All artwork was reviewed by the CRA Advisory Committee during its October 2025 meeting and evaluated using established criteria, including thematic relevance, visual impact and readability, artistic quality, and overall execution.

The CRA Advisory Committee unanimously recommended producing and displaying all student submissions as pole banners throughout the Peacock Arts District. The FPRA Board approved this approach and authorized staff to move forward with implementing the Youth Banner Art Showcase.

This agenda item requests approval of Artwork License Agreements from each student, or their parent or legal guardian, granting the FPRA permission to reproduce and display the artwork. Upon approval, staff will finalize the agreements, produce the banners, and install them on streetlight poles within the Peacock Arts District.

 

FPRA REDEVELOPMENT PLAN GOAL/POLICY

This project supports the FPRA Redevelopment Plan by enhancing community identity, promoting youth engagement, and contributing to the visual character of the district as a regional destination.

RECOMMENDATION:

Approve the Artwork License Agreements for the Youth Banner Art Showcase and authorize staff to proceed with the production and installation of all student-designed pole banners within the Peacock Arts District.

ALTERNATIVES:

Do not approve the Artwork License Agreements and provide alternative direction to staff.

OTHER INFORMATION:

Funding for the Youth Banner Art Showcase is included within the FPRA’s existing project budget for streetlight banner replacements and will be covered as part of the overall amount budgeted, not to exceed $50,000, for the production and installation of pole banners.
