SUBJECT:

Quasi-Judicial Hearing - Review and Approval of an application for Major Site Plan Amendment submitted by property owner, Scannell Properties #533 LLC and Representative Jeff Iravani, Inc., to construct a 1.1 million sq. ft. refrigerated warehouse and office building at 2300 S. Kings Highway, Fort Pierce, FL.  The property is zoned Commercial Parkway (CP-1). Parcel ID: 2324-210-0000-000-6.

SUMMARY:

The applicant and owner request review and approval of a Major Site Plan Amendment to construct a refrigerated warehouse facility with accessory office use of 1,070,080 square feet with associated site improvements on 69.19 acres located at 2300 S. Kings Highway. The subject parcel has a Future Land Use of GC, General Commercial and is zoned CP-1, Commercial Parkway. 

The subject parcel is vacant, previously used for orange cultivation, and has been previously approved for similar uses as proposed in the application. The applicant has recently subdivided an original 107.69 acre parcel into three parcels with an associated right-of-way donation for White Road. Similar projects have recently been approved for General RV to the southeast of the subject parcel and for Thermo King to the west of the subject parcel. In addition, a 488-unit multifamily residential community was approved in January 2024. All of this activity signals broad interest in the Kings Highway Jobs Corridor. According to the applicant's materials, the subject project is expected to generate approximately 745 jobs.

 

RECOMMENDATION:

Staff recommends the City Commission APPROVE the proposed MAJOR SITE PLAN AMENDMENT with the following conditions:

1. All signage will be reviewed and permitted separately through building permits.
2. A final review of the tree survey and tree mitigation calculations will be performed at the time of Vegetative Removal/Land Clearing Permit.
3. A gopher tortoise survey shall be provided a minimum of 90 days prior to issuance of Land Clearing Permit.
4. All required State and Federal agency permits shall be required prior to issuance of a Land Development Permit.
5. A Saint Lucie County right-of-way permit will be required prior to issuance of a building permit for vertical construction of the building.
