FPRA Resolution 26-11 accepting the Marina Square Conceptual Design as a Planning Framework with No Implementation or Effective Date

SUMMARY:

FPRA Resolution 26-11 accepts the Marina Square Conceptual Design as a conceptual framework for the future enhancement and redevelopment of the Marina Square site. Adoption of this Resolution formally acknowledges receipt of the Conceptual Design but does not require or authorize immediate implementation. The design will serve as a guiding document to inform future planning, design, and redevelopment decisions for the site.


Marina Square was identified in the Downtown Master Plan, adopted in November 2022, as a key opportunity site for a future waterfront destination. Envisioned as “Marina Park,” the project aims to enhance public space, improve access to the water, and create a flexible, multi-use area.
To advance this vision, the Fort Pierce Redevelopment Agency (FPRA) engaged Inspire Placemaking Collective, Inc. to develop a conceptual design. Inspire initially presented to the FPRA Board in September 2025, at which time the Board expressed concerns regarding the reduction of parking from approximately 200 existing spaces to about 100 spaces in the proposed design. The Board requested that Inspire further evaluate parking solutions, as well as connectivity and access improvements.
In response, a change order was issued to expand the scope of work, allowing for additional analysis and enhanced stakeholder engagement, including outreach to community members, businesses, and property owners to better understand concerns and operational needs.

Inspire will present its findings along with the final conceptual design, which incorporates refined parking strategies, improved connectivity, and a balanced approach to activating the waterfront while supporting downtown needs.

FPRA REDEVELOPMENT PLAN GOAL/POLICY

Goal 15 The Fort Pierce Redevelopment Agency shall connect the Redevelopment Area’s cultural and artistic Hubs (Downtown, Marina, Fisherman’s’ Wharf, Beachside District, Lincoln Park and Peacock Arts Districts) to the Waterfront’s artistic and cultural amenities.

Goal 16 The Fort Pierce Redevelopment Agency shall evaluate and prioritize streetscaping and pedestrian safety improvement opportunities throughout the Community Redevelopment Area.

Goal 17 The Fort Pierce Redevelopment Agency shall give priority to infrastructure improvements and amenity installation that will facilitate new development and redevelopment projects within the Community Redevelopment Area.

Goal 18 The Fort Pierce Redevelopment Agency shall assist the City in providing utility and infrastructure improvements that support public events and outdoor activities within the Redevelopment Area.

RECOMMENDATION:

Approve FPRA Resolution 26-11

Do not approve the Resolution and provide alternative direction to staff.
