SUBJECT:

Accept CRA Advisory Committee's recommendation for Selection of Artists and Properties for FY26 FPRA Mural Program as follows: Shannen Mythen for 605 S US Hwy 1 (Elks Lodge), Inna Parkhomenko for 505 N 7th St. (Dreamchaser Preschool), Sitki Dogan for 402 S 5th St. (Mervis) and Pete Koza for 210 S Indian River Drive (St. Andrew's Episcopal Academy).

SUMMARY:

As part of the FY26 FPRA Mural Program, four property owners were selected to move forward with mural installations across the redevelopment area.

A Call for Artists was issued for the selected sites, resulting in multiple submissions. Staff screened all applications for eligibility, and the CRA Advisory Committee reviewed the artist proposals at its recent meeting.

Following their review, the CRA Advisory Committee recommended the following artists and locations:

Shannen Mythen for 605 S US Hwy 1 (Elks Lodge)
Inna Parkhomenko for 505 N. 7th Street (Dreamchaser Preschool)
Sitki Dogan for 402 S. 5th Street (Mervis)
Pete Koza for 210 S. Indian River Drive (St. Andrew’s Episcopal Academy)

These selections reflect the Committee’s evaluation of artistic quality, site relevance, and alignment with the vision of each property owner.

Upon approval, staff will proceed with coordinating design refinements, finalizing agreements, and returning to the Board for contract approval.

FPRA REDEVELOPMENT PLAN GOAL/POLICY

11. The Fort Pierce Redevelopment Area will become well known for its arts and cultural activities, amenities and events.
11.3 The Fort Pierce Redevelopment Agency will support the development of public art, art-related development, and art-related activities and events within the Redevelopment Area.

RECOMMENDATION:

Approve the artist-property pairings recommended by the CRA Advisory Committee.

ALTERNATIVES:

Select a different artist-property combination from the submitted applications or provide alternative direction to staff.

There is no fiscal impact associated with this item at this time. Fiscal impact will be provided when the property owner and artists agreements are brought back to the FPRA Board for approval.

The budget for the FPRA Mural Program in FY2026 is $100,000.00
