SUBJECT:

Approval of Specific Authorization No. 1 to RFQ No 2025-022 for Professional Engineering Services to Captec Engineering for the design of the Historic Downtown Retrofit Design project in an amount not to exceed $50,000.00.

SUMMARY:

The City has received grant funding for the Florida Shared-Use Nonmotorized Trail Network project known as the Historic Downtown Retrofit Trail. The proposed alignment has been revised to include a segment from the Georgia Avenue/South 3rd Street intersection along South 3rd Street to the Citrus Avenue Bridge then turning west to connect to existing sidewalk along US1 at the intersection with Citrus Avenue. 

The project was previously designed to the 30% level and this segment is now ready to complete the design for this portion, in accordance with the existing grant agreement and the Final Feasibility Study completed in 2019.

The City has coordinated with Captec Engineering to provide the design services for this project. 

RECOMMENDATION:

Staff recommends approving the Specific Authorization No 1 with Captec Engineering

ALTERNATIVES:

Do not approve the Specific Authorization; funding for the design and Right-of-Way acquisition could be at risk.
