Resolution 26-R39 approving FDOT Agreement 447399-1 for the management of the design and construction by the City of Fort Pierce for the SUN Trail Port of Fort Pierce Overpass project.

At the September 9, 2024 City Commission meeting, the Director of the St. Lucie County TPO presented the Port of Fort Pierce Connector Study. The City Commission provided a letter of endorsement on the preferred alternatives and directed staff to work with FDOT and the TPO. In discussions with FDOT and the TPO, it was determined that City of Fort Pierce contribution would be management of the design and ultimate construction of the Port of Fort Pierce Connector. Funding has been provided via the attached Grant Agreement with FDOT to complete the plans to 30%. Ongoing coordination and additional agreements may be needed or supplemented to complete the design as coordination with multiple agencies progresses.

Once approved, the city will need to advertise a Request for Proposals for a consultant to complete the 30% design. The total construction cost estimate for the alternatives selected for the final design will exceed the $7.5 million limit for use of a continuing services contract (by FS 287-055). 

Staff recommends approval of the Agreement.
