SUBJECT:

Legislative Hearing - Ordinance 26-011 — Review and approval of a Voluntary Annexation by owner HEC Selvitz LLC, to extend the territorial limits of the City of Fort Pierce, Florida, to include two (2) parcels 2431-113-0002-000-1 and 2431-505-0000-200-2, generally located at or near Selvitz Road and Glades Cut-Off Road, within the City of Fort Pierce, Florida, and representing approximately 10.53 acres of land more or less. SECOND READING

SUMMARY:

HEC Selvitz LLC, is requesting to extend the territorial limits of the City of Fort Pierce comprising two (2) parcels 2431-113-0002-000-1 and 2431-505-0000-200-2, being generally located at or near Selvitz Road and Glades Cut-Off Road, within the City of Fort Pierce, Florida, and representing approximately a combined 10.53 acres of land more or less.

The subject property consists of two parcels located west of Selvitz Road and adjacent to the Florida East Coast Railway corridor. The site is currently within unincorporated St. Lucie County and is characterized by: 
Industrial IND land use designation (St. Lucie County). Currently, vacant land with no existing structures in proximity to existing industrial uses. Direct frontage/access via Selvitz Road.
The location maps (and FLU and Zoning allocations) show the site situated within an established industrial corridor with surrounding development patterns consistent with employment/industrial activity. The properties will be allocated a compatible City of Fort Pierce Future Land Use category and City of Fort Pierce Zoning designation by separate Ordinances, until that time, the properties will retain the existing St. Lucie Future Land Use designation of St Lucie County Future Land Use Designation of INDUSTRIAL (IND), and St. Lucie Zoning Atlas designation of HEAVY INDUSTRIAL (IH).

The City of Fort Pierce Planning Board, at their May 11, 2026, meeting, voted 6 to 0 to recommend approval of the request.

RECOMMENDATION:

The proposed annexation:
  • Meets all statutory requirements under Florida law
  • Is consistent with the City’s Comprehensive Plan
  • Can be adequately served by public infrastructure
  • Supports orderly growth and economic development
Staff recommend that the City Commission APPROVE the request for Voluntary Annexation.

Deny the request.
