SUBJECT:

Quasi-Judicial Hearing - Application for Minor Site Plan: Conditional Use with New Construction has been submitted by property owner, Iglesia Biblica de Fort Pierce, Inc. and Representative, Redtail DG, to develop a 5,520 sq. ft building at 3240 S. 25th Street., Fort Pierce, FL. The dedicated space for religious and community activities. The property is zoned Single-family Low Density (R-1). 
 

SUMMARY:

A ‘minor site plan: conditional use with new construction’ application has been submitted to develop a 5,520 sf. building. Iglesia Biblica de Fort Pierce is seeking approval of the development. providing a dedicated space for religious and community activities.

The property is in the R-1, Single-family Low Density Residential zoning district and has a future land use designation of RL, Residential Low.
Parcel ID: 2424-232-0001-000-0.

RECOMMENDATION:

The proposed application meets the minimum standards of the City’s Code Section 125-235. Therefore, Staff recommends that the City Commission APPROVE the subject: Minor Site Plan: Conditional Use with New Construction with the following nine (9) noted conditions:
  1. A land clearing permit must be approved prior to the submission of the development permit with COFP
  2. Tree removal permit with mitigation is required with approval prior to the development permit
  3. All sign permits shall be filed separately from the development permit
  4. Prior to the issuance of a certificate of occupancy, the City-approved Landscape Maintenance Agreement must be notarized and submitted
  5. A Traffic Impact Analysis shall be coordinated and approved with St. Lucie County
  6. Permit required with South Florida Water Management District (SFWMD)
  7. Any work with the road right-of-way shall require coordination with St. Lucie County for drainage connections
  8. Weeping Yaupon hollies along the west property line should be relocated or modified for a less intrusive species
  9. A 100% gopher tortoise survey is required within 90-days of a land disturbing activity
