SUBJECT:

Approval of First Amendment to Interlocal Agreement (Fenn Park Maintenance) between the City of Fort Pierce and Fort Pierce Housing Authority.

SUMMARY:

The proposed First Amendment addresses matters related to the continued operation, maintenance, and improvement of Coach Fenn Park, including utilities, ownership of improvements, and the respective responsibilities of the City and the Fort Pierce Housing Authority. The Amendment also addresses concerns raised by the Housing Authority regarding the proposed utility connection plans for the Community Development Block Grant (CDBG) Coach Fenn Park improvement Project, specifically the planned connection of water service for the Splashpad and prefabricated restroom to the Housing Authority's existing watermain.

The First Amendment establishes the necessary understanding and responsibilities between the parties and provides a framework for addressing these items. Upon execution of the Amendment, the Housing Authority will execute the required permitting forms necessary for the General Contractor to proceed with the work. City staff and the City's Legal Department have worked diligently and collaboratively with the Housing Authority to address the concerns raised and develop an agreement that provides clarity for both parties and allows the CDBG Coach Fenn Park improvements to move forward.

RECOMMENDATION:

Approve the First Amendment to the Interlocal Agreement between the City of Fort Pierce and the Fort Pierce Housing Authority and execute the Amendment.
