Moore's Creek Seawall Replacement

SUBJECT:

Approve proposal by Cardno Construction for the design/build replacement of the seawall along Moore's Creek from N. 2nd Street to Indian River Drive, in an amount not to exceed 1,610,521.00.

SUMMARY:

During the course of the brownfield remediation work at the former HD King power plant site,  it was observed that the existing seawall was in failing condition.  Numerous tie-back rods had completely deteriorated and sections of the wall showed significant deflection outward.  Cardno Construction had been previously contracted to develop 60% design plans for the replacement of the seawall.  This work has been completed.  This proposal is for the continuation of the work to complete the final design plans, secure permits and construct the replacement seawall. 

Cardno Construction is being considered a sole source contractor due to the environmental concerns of the project.  The contract will be a guaranteed maximum price (GMP)  of $1,610,521.00, with an owner's allowance of 10% ($161,052) to be used if unforeseen conditions, such as environmental issues, utility modifications/relocations, and removal/disposal of unknown underground obstructions.  Any unused amount of the owners allowance will remain the City's.

RECOMMENDATION:

Engineering recommends approval of contract to Cardno Construction.
